What’s Up with Obamacare?
7:30 - 9 am
Despite unpopularity, repeated delays,
and major glitches, the Affordable Care
Act (aka Obamacare) is coming fast. The
heart of the ACA—requirements that all
Americans obtain health insurance and
that carriers provide coverage regardless
of preexisting medical conditions—goes
into effect in January 2014.
Businesses with the equivalent of 50 or
more full-time employees may face fines
if they don’t provide full-time workers with affordable health
insurance that meets certain standards. Smaller companies
with fewer than 50 employees, while not required to provide
health insurance, need to inform employees about the law and
make sure new healthcare plans (if they offer them) comply
with Obamacare.
This session will address where we have been, what
employers need to know now to be in compliance with the
regulatory requirements of Obamacare, and what to expect in
the future.
The session will be led by Maria Fabre Manuel, a
shareholder with the Onebane Law Firm in Lafayette, La.,
where she practices labor and employment law. She is a
member of the Louisiana State Bar Association and a Past
President of its Labor and Employment Law Section. She is
also a Past State Council Director for the Louisiana Society
for Human Resource Management, where she is the current
Legislative Activities Director. She is a Senior Professional of
Human Resources. She received her J.D. from Louisiana State
University where she graduated with honors. She is a member
of the American Bar Association, Labor and Employment and
Litigation Sections. She has extensive experience litigating
employment law cases in federal and state court and providing
advice on labor and employment law issues, including
healthcare reform. She is also a frequent speaker on a wide
variety of labor and employment law topics.

PCCA First Lady Pat Amerine hosts a delightful afternoon
in the Grand Harbor Ballroom with a delicious brunch,
spectacular views of Charlotte Amalie Harbor, and a special
guest, Sonny Chhabria of Alpha Jewelers, one of the premier
shops in the Caribbean. Sonny has been in the fine jewelry
business for more than 20 years, and he will share his
expertise on precious stones, custom design, and shopping in
St. Thomas.
Construction Industry Roundtable
9:15 am - 12 pm
Many PCCA members make their decision to attend the
PCCA Convention each year based primarily on the valuable
information gleaned from the Construction Industry
Roundtable. This fast-paced and frank discussion moves
through the various sectors of power and communications
construction and elicits thoughtful insights and candid
opinions from contractors and suppliers working throughout
North America as well as from experts representing the
government, engineering, insurance, and legal sectors.
Virgin Islands Ecotours Kayak & Snorkel
12:30 - 4:30 pm
Led by knowledgeable and
experienced naturalists, this
tour combines kayaking
with an introduction to the
natural history and ecology
of the marine sanctuary and
mangrove lagoon. Share
the sanctuary with herons,
ducks, egrets, juvenile reef
fish, rays, mangrove crabs,
and other sea life. Learn to recognize individual species and
observe them in their natural habitats. Enjoy a fascinating
outdoor experience that will be a memorable highlight of your
Virgin Islands visit. Bring a towel, hat, sunscreen, and beach
shoes made for water.
$115 per person, includes round-trip transportation, guides, boat
equipment, snorkel gear, life vest, drinking water, and a 20% gratuity.
