Spouse Brunch

The Spouse Brunch is a great place the get to know the

PCCA crew and share some stories and a few laughs

in a very relaxed atmosphere. This year’s event gets an

added touch of class as it’s aboard (and alongside) the

Outta Touch, a magnificent 105-foot Intermarine Pilot

House Yacht in the Ocean Reef Marina. The moment

you step aboard the Outta Touch, you are swept up

in its understated beauty—the polished burl wood

interior and sparkling chrome railings radiate elegance

and class. The bubbling hot tub, floating rafts, and the

whir of the blender permeate the salt air with playful

easiness. Join us for a morning filled with delicious

food, amazing scenery, and joyous times.

How To Compete and Comply in

a Davis-Bacon Market

8:30 - 10:15 am

This session reviews the basics of the Davis-Bacon

Act and Prevailing Wage laws and provides details

on reducing labor costs, winning bids, allocating

mandatory base wage and fringe benefit dollars, and

dealing with compliance issues such as employee

benefit calculations, certified payroll forms, and DOL

audits.

John G. Allen, CRPS, is the Midwest Regional V.P.

for the Fringe Benefit Group, a firm specializing in

Davis-Bacon and prevailing

wage benefit programs.

Allen has more than 20 years

experience in the employee

benefits industry and holds

two professional designations,

Certified Financial Planner

and Chartered Retirement

Plan Specialist, from the

College For Financial

Planning. The Fringe Benefit

Group administers the Contractors Plan, which is

endorsed by construction industry trade associations

and helps non-union contractors reduce labor costs,

save money, win bids, and stay compliant on all

government work.

Interim Tier 4 Emissions Regulations 10:30 am - 12:15 pm

Joe Mastanduno, Product Manager for Engine and

Drivetrains at John Deere, gives an overview of Tier4

technology (IT4 and FT4), including:

• How we got to where we are now

• Timing of product introductions

• New technology to achieve NOX and PM reduction

Other topics to be discussed are:

• Non-attainment – what it means and how it impacts

contractors

• Lessons learned from the over-the-road trucking

industry

• IT4 and FT4 transition – expected impact on a

contractor’s business, how to best prepare for it, and

what must be done differently, etc.

• Electrification – Greenhouse gasses and the possible

impact on our business
