Calling him a “man of great
integrity, a man of great
judgment, and a man who
knows the law,” President
George W. Bush announced
his nomination of John
Ashcroft to serve as
U.S. Attorney General
in December 2000.
When Ashcroft left office four years later, violent crime was
at a record low, gun crime was at an all-time low, a successful
corporate crime crackdown had been launched, and more
terrorist attacks on the U.S. had been prevented.
One of the most high-profile and experienced attorneys
general in the nation’s history, Ashcroft led the U.S. law
enforcement community through the challenging and
transformational period following the tragic attacks of
September 11, 2001. His tenure was highlighted by forceful
public advocacy of President Bush’s strong anti-terrorism
strategy.
Ashcroft served as governor of Missouri from 1985 through
1993. As the state’s chief fiscal officer, he balanced eight
consecutive budgets, building a $120 million budget surplus,
a new “rainy day” fund, and a $190 million cash operating
reserve. His management earned Missouri the highest triple-A
rating from the three major Wall Street bond rating agencies,
while Missouri’s per capita state and local tax burden ranked
49th in the nation. He was re-elected in 1988 by the widest
margin in state history.
Ashcroft was elected to the U.S. Senate in 1994, where he
championed greater fiscal responsibility. He authored new
laws to toughen mandatory penalties for gun crimes and
drug trafficking, and he helped enact comprehensive welfare
reforms that reduced welfare rolls by 45 percent in three years.
As a member of the Senate Judiciary, Foreign Relations, and
Commerce Committees, he helped to reform laws regulating
the telecommunications, aviation, transportation, banking,
and information technology industries.
As U.S. Attorney General, Ashcroft was the chief executive
officer of a Cabinet agency larger than most Fortune 500
corporations. He ran the world’s largest international law
firm, a national prison system, and the world’s finest law
enforcement agencies. Relying on his executive experience,
he emphasized strategic management, integrating strategic
planning, budgeting, and performance
measurement across the department.
For the first time in its history, the
Justice Department earned a clean audit
opinion, which it received each year of
his tenure.
Today, Ashcroft serves as the
chairman of the Ashcroft Group, LLC,
which provides confidential strategic
consulting and crisis counseling to
major international corporations.
