invest, investment creates demand for goods and services,
demand creates shortages of supply and rising prices, short-
ages and rising prices create a sense of urgency, a sense of
urgency creates a compounding effect of improving percep-
tions, and the cycle starts again.
It is up to the utility leadership and design/construction
entrepreneurs to exercise the wisdom, skill, compassion,
innovation, and courage to capitalize on these opportunities.

In March 2008, the International Telecommunications Union-Radio
communications sector specified a set of requirements for 4G standards, named the
International Mobile Telecommunications Advanced (IMT-Advanced) specification,
setting peak-speed requirements for 4G service at 100 megabit per second for
high-mobility communication (such as from trains and cars) and 1 gigabit per
second for low-mobility communication (such as pedestrians and stationary users).
