FCC Releases New

Local Telephone

Competition Data

T

he FCC in September released

the second Local Telephone

Competition report to be based

on comprehensive information

about subscribership to intercon-

nected Voice over Internet Protocol

(VoIP) service as well as more tra-

ditional telephone lines. The report

summarizes data collected by FCC

Form 477 as of June 30, 2009.

Interconnected VoIP service repre-

sents an important and rapidly grow-

ing part of the U.S. voice service

market, the FCC said. It found that

in June 2009, there were 133 million

traditional switched access lines in

service and 23 million interconnect-

ed VoIP subscriptions in the United

States. Of these, 93 million were resi-

dential connections and 64 million

were business connections.

Interconnected VoIP subscrip-

tions increased by 10 percent during

the first six months of 2009 and

switched access lines decreased by 5

percent for a combined decrease of 3

percent.

Verizon Releases

Statement on FCC

Net Neutrality Notice

T

he FCC on September 1 issued

a public notice seeking com-

ment on net neutrality/reclas-

sification. The following is a

statement by Tom Tauke, Verizon

executive vice president of public af-

fairs, policy and communications:

“Verizon continues to work with

policymakers and other interested

parties to develop a responsible

policy that puts consumers in charge

of their Internet experience. As

the Federal Communications Com-

mission gathers more information,

the evidence will demonstrate that

consumers are best served by a

policy that promotes innovation and

encourages investment, while ensur-

ing that open Internet principles for

wireline broadband are enforced

on a case-by-case basis. That is the

foundation for the policy recommen-

dations recently made by Google and

Verizon.

“We are encouraged that the FCC

is seeking additional information

before acting on the net neutrality

issue. At the same time, it remains

clear that whatever action the FCC

takes will be clouded by legal un-

certainty until the Congress enacts

legislation that spells out the au-

thority of the FCC and establishes a

broadband policy.”
