Cumberland Electric Membership Corporation, $20,000,000
to serve 6,207 consumers, build 607 miles of distribution line,
and make other system improvements.

Rusk County Electric Cooperative, Inc., $22,005,000 to serve
2,452 consumers, build 112 miles of distribution line, and
make other system improvements.

East Texas Electric Cooperative, Inc., $73,000,000 to finance
the construction of the Livingston Hydroelectric Station with a
capacity of 24 MW and associated transmission facilities.

Virgin Islands Water and Power Authority, $13,000,000 for
smart grid projects.

BARC Electric Cooperative, $6,000,000 to serve 489 consum-
ers, build 82 miles of distribution line, and make other system
improvements. The loan amount includes $169,500 for smart
grid projects.
Wisconsin
Chippewa Valley Electric Cooperative, $3,000,000 to serve 38
consumers, build 40 miles of distribution line, and make other
system improvements.
Wisconsin, Iowa, Illinois, Michigan, Minnesota
Dairyland Power Cooperative, $121,562,000 to build and im-
prove 87 miles of transmission line, five new substations, and
make other system improvements.
Wyoming, Colorado, Nebraska
High West Energy, Inc., $25,116,000 to serve 602 consumers,
build 483 miles of distribution line, 17 miles of transmission
line, and make other system improvements.
Obama Nominates Bay for FERC Chair
A
t the end of Janu-
ary, President Obama
nominated Norman C.
Bay, of New Mexico, to
be a commissioner of
the Federal Energy Regulatory Commis-
sion (FERC) and after that appointment
be made FERC Chairman. Bay has been
Enforcement Director since July 2009.
This is White House’s second attempt
to replace former Chair Jon Wellinghoff,
who resigned in November. Obama’s
first choice, former Colorado utility
regulator Ron Binz, did not get through
the Senate Energy and Natural Resources
Committee last year.
POLITICO
reported on January 30 that
“this is also Obama’s second go at the
rare move of pushing someone directly
into the independent agency’s chair-
manship who wasn’t already a sitting
commissioner. That leapfrogging will
probably be an issue for Alaska Sen. Lisa
Murkowski, the top Republican on the
energy committee.”
In a statement, Murkowski spokesman
Robert Dillion said, “Sen. Murkowski
has not yet had a chance to fully review
the nomination, but it’s noteworthy that
the president has chosen to elevate to
the post of chairman—over clearly quali-
fied commissioners—a FERC employee
who has not served on the commission,”
her spokesman said in a statement. “It’s
also curious that the president has for
the second time this Congress identified
someone he believes should jump over
the sitting commissioners.”
