Natural gas partnered with renewable energy can accelerate our transition to a clean energy future while ensuring affordability and reliability and reducing carbon emissions domestically and internationally. Susan Waller is the Executive Director of Natural Alles for a Clean Energy Future. She served as vice president of stakeholder engagement and enterprise-wide public wareness program for Enbridge. In that role she directed public and community engagement related to the company’s U.S. energy projects and led Enbridge’s North American public awareness program initiative. Prior to joining Enbridge in 2008, Waller served as vice president for AMEC, Earth Environmental, managing the company’s oil and gas sector. Before that, she served as vice president for the Shaw Group, Inc., and for Regulatory Compliance Partners, Inc. She also served in numerous leadership positions at El Paso Corporation, including director for government and project affairs. Waller has provided counsel to a number of industry and regulatory groups around the issues of public involvement, safety and pipeline siting. She served on the American Petroleum Institute’s Recommended Practice 1162, ‘Public Awareness Programs for Pipeline Operators’ task force as a contributing author. She also played a key role in the Federal Energy Regulatory Commission (FERC) National Environmental Policy Act’s pre-filing process for the siting of new natural gas pipeline and liquefied natural gas (LNG) projects, and was recognized by FERC as a distinguished industry leader for integrating stakeholder outreach concepts into new interstate pipeline and LNG business plans. Waller earned a Bachelor of Arts degree from the University of Houston. She is a member of Women in Energy, the Society of Gas Lighters, the Interstate Natural Gas Association of America, the Southern Gas Association, and the Northeast Gas Association. PIPELINE CONTRACTORS JOURNAL | 1st Quarter 2023 23 While disappointed with last fall’s midterm election results, APCA actually sees some potential in the ensuing “divided government,” that is a newly installed Republican-run House of Representatives and the continuing Democratic-run U.S. Senate. Why? Because it puts the brakes on overbearing, overreaching labor union legislation while also creating the chance of a breakthrough on Sen. Joe Manchin’s (D-W.Va.) pipeline and energy permitting reform bill. Some say that divided government—or shared power— creates legislative gridlock. However, it can also lead to real compromise as the framers of the Constitution intended. This is especially true when both parties hold very slim majorities. Of the 100 members of the U.S. Senate, Democrats hold a voting majority of only 52 (three of whom are Independents who generally vote with the Democrats) to 49 Republicans. Meanwhile, of the 435 members of the House, numbers are equally tight, with 222 Republicans, 212 Democrats, and one vacancy to be filled by a special election on February 21. Labor Unions’ PRO Act Off the Table A Republican-run House of Representatives means the death of the Protecting the Right to Organize (PRO) Act for at least the next two years. The PRO Act, passed by the previous Democratic House, would be the most radical change to existing labor law in decades by overturning all right-to-work laws. Right now in 27 states, unions cannot force employees to join a union and pay dues. Under the PRO Act, employees could be required to join their workplace’s union, even if they personally do not support it. The act would also classify many freelancers and gig-workers as employees rather than independent contractors. While the law’s authors claim this reclassification applies only if a freelancer chooses to join a union, under the repeal of rightto-work laws, many of them would be forced to join unions. This makes them more expensive to hire and forces them to pay union dues they may not want to pay. The PRO Act also calls for allowing unions to bypass secret-ballot elections in favor of a “card-check” system in many situations. Under card-check, workers are “asked” to sign a card authorizing the union to represent them. However, this system often allows for unions to coerce and intimidate workers into signing their cards. Finally and most disturbing, the PRO Act would require employers to share workers’ contact information with union organizers without the approval of the employees themselves. This includes information such as their phone numbers and even addresses. Union members would be able to contact these employees at any time, opening doors to harassment and intimidation.
