Ross’ program is all about the DNA of what makes champions in sports so unique and how that relates to business. It’s based on a series of books he wrote in which he interviewed more than 1,000 professional athletes and coaches that all had one thing in common: they were all members of championship teams. In his research, he concluded that the same metrics and characteristics that were common among champions in sports were also common among peak performers in business. There are reasons certain teams win consistently, whereas others don’t. Ross explains why. It’s based largely on the “Good to Great” concept of how the best companies are able to separate themselves from the rest of the pack through servant leadership and by creating a culture of excellence, developing deeper relationships, and giving extraordinary customer service. Ross weaves sports stories about the DNA Detailed Program

Exhibit Teardown 10:30 am - 8 pm Andros 1 - 3 Energy Transition Opportunities: Carbon Capture Pipelines w/ Mark Bridgers - Moderator 10:45 am - 12 pm Andros Ballroom The path to a low carbon future requires the capture, transport, and store or use of CO2. Multiple interstate pipeline projects and many more intrastate projects are in the planning and permitting stage. The passage of the Infrastructure Investment and Jobs Act and Inflation Reduction Act position multiple opportunities for CO2 pipelines to make the hard target requirements possible. What will the North American CO2 pipeline market look and feel like over the next decade? Invited panelists include: • Nicolas Medina, Stakeholder Engagement, ExxonMobil • Steve Lee, Executive Vice President, Engineering and Construction, Navigator CO2 Ventures (Heartland Greenway) • James Powell, Chief Operating Officer, Summit Carbon Solutions APCA Golf Tournament 12:30 - 6:30 pm Royal Blue Departs from Lobby The Royal Blue Golf Club at Baha Mar features an 18-hole, 72-par Jack Nicklaus designed Signature Golf Course suitable for recreational or championship play with a unique “two courses in one” design. The Nicklaus Signature Golf Course is one of 290 courses in the world hand-designed by Jack Nicklaus himself, and the only Jack Nicklaus course in the Bahamas. Royal Blue is uniquely designed as two courses in one. The front nine holes feature dramatic views of undulating fairways, rolling white sand dunes, brackish ponds, and glimpses of a turquoise Atlantic Ocean. The back nine showcases a very different look; players navigate stunning limestone “moonscapes” through dense jungle and steep downhill terrain to get to the island green on the 16th hole, which precariously borders Lake Cunningham, making for unique island golf. The course spans 7,189 yards, and the beauty, difficulty, and challenges make the course enjoyable for golfers of all levels. $400 includes cart, box lunch, fore caddy, and taxes. Rental clubs: $70 Any Day Activity: Straw Market Shopping Here is a recommendation for when you have free time from APCA events. Right in the middle of the high-end stores and boutique shops on Nassau’s Bay Street, you’ll find the world-famous Straw Market. It is home to handmade Bahamian crafts, gifts, souvenirs, and items such as hand-woven straw hats, bags, mats, dolls, conch shell jewelry, and woodcarvings — all available at very reasonable prices, especially if you’re good at negotiating! The Nassau Straw Market is an authentic representation of an industry that has been growing throughout the Bahamas and the Caribbean since the early 1940s. Originally, the craft and skills of plaiting, braiding, and weaving were useful when Bahamians led subsistence lifestyles, with baskets being used for carrying fruit and fishing traps. But following the end of World War II, many North Americans began visiting the Bahamas for their vacations, and straw craft souvenirs soon grew in popularity. Crafts and souvenirs can be purchased with either U.S. or Bahamian currency. Transportation Taxi service is available at the hotel lobby at fixed rates. You can ask one of the bellmen to assist. PIPELINE CONTRACTORS JOURNAL | 1st Quarter 2023 23 While disappointed with last fall’s midterm election results, APCA actually sees some potential in the ensuing “divided government,” that is a newly installed Republican-run House of Representatives and the continuing Democratic-run U.S. Senate. Why? Because it puts the brakes on overbearing, overreaching labor union legislation while also creating the chance of a breakthrough on Sen. Joe Manchin’s (D-W.Va.) pipeline and energy permitting reform bill. Some say that divided government—or shared power— creates legislative gridlock. However, it can also lead to real compromise as the framers of the Constitution intended. This is especially true when both parties hold very slim majorities. Of the 100 members of the U.S. Senate, Democrats hold a voting majority of only 52 (three of whom are Independents who generally vote with the Democrats) to 49 Republicans. Meanwhile, of the 435 members of the House, numbers are equally tight, with 222 Republicans, 212 Democrats, and one vacancy to be filled by a special election on February 21. Labor Unions’ PRO Act Off the Table A Republican-run House of Representatives means the death of the Protecting the Right to Organize (PRO) Act for at least the next two years. The PRO Act, passed by the previous Democratic House, would be the most radical change to existing labor law in decades by overturning all right-to-work laws. Right now in 27 states, unions cannot force employees to join a union and pay dues. Under the PRO Act, employees could be required to join their workplace’s union, even if they personally do not support it. The act would also classify many freelancers and gig-workers as employees rather than independent contractors. While the law’s authors claim this reclassification applies only if a freelancer chooses to join a union, under the repeal of rightto-work laws, many of them would be forced to join unions. This makes them more expensive to hire and forces them to pay union dues they may not want to pay. The PRO Act also calls for allowing unions to bypass secret-ballot elections in favor of a “card-check” system in many situations. Under card-check, workers are “asked” to sign a card authorizing the union to represent them. However, this system often allows for unions to coerce and intimidate workers into signing their cards. Finally and most disturbing, the PRO Act would require employers to share workers’ contact information with union organizers without the approval of the employees themselves. This includes information such as their phone numbers and even addresses. Union members would be able to contact these employees at any time, opening doors to harassment and intimidation. While the PRO Act would undoubtedly bolster union memINSIDE WASHINGTON Zack Perconti APCA Government Affairs Representative zperconti@americanpipeline.org (703) 677-6049 Jaime Steve APCA Government Affairs Representative jsteve@americanpipeline.org (202) 841-5493 Continued on page 24 The New Congress: Could Divided Government Be Good for APCA?
